Reliability engineering is engineering that emphasizes dependability in the lifecycle management of a product. Dependability, or reliability, describes the ability of a system or component to function under stated conditions for a specified period of time. Reliability may also describe the ability to function at a specified moment or interval of time (Availability). Reliability engineering represents a sub-discipline within systems engineering. Reliability is theoretically defined as the probability of success, as the frequency of failures; or in terms of availability, as a probability derived from reliability, testability and maintainability. Testability, Maintainability and maintenance are often defined as a part of "reliability engineering" in Reliability Programs. Reliability plays a key role in the cost-effectiveness of systems. Reliability engineering deals with the estimation, prevention and management of high levels of "lifetime" engineering uncertainty and risks of failure. Although stochastic parameters define and affect reliability, according to some expert authors on reliability engineering (e.g. P. O'Conner, J. Moubray and A. Barnard), reliability is not (solely) achieved by mathematics and statistics. You cannot really find a root cause (needed to effectively prevent failures) by only looking at statistics. "Nearly all teaching and literature on the subject emphasize these aspects, and ignore the reality that the ranges of uncertainty involved largely invalidate quantitative methods for prediction and measurement." Reliability engineering relates closely to safety engineering and to system safety, in that they use common methods for their analysis and may require input from each other. Reliability engineering focuses on costs of failure caused by system downtime, cost of spares, repair equipment, personnel, and cost of warranty claims. Safety engineering normally emphasizes not cost, but preserving life and nature, and therefore deals only with particular dangerous system-failure modes. High reliability (safety factor) levels also result from good engineering and from attention to detail, and almost never from only reactive failure management (reliability accounting / statistics). The objectives of reliability engineering, in decreasing order of priority, are: 1. To apply engineering knowledge and specialist techniques to prevent or to reduce the likelihood or frequency of failures. 2. To identify and correct the causes of failures that do occur despite the efforts to prevent them. 3. To determine ways of coping with failures that do occur, if their causes have not been corrected. 4. To apply methods for estimating the likely reliability of new designs, and for analysing reliability data. The reason for the priority emphasis is that it is by far the most effective way of working, in terms of minimizing costs and generating reliable products. The primary skills that are required, therefore, are the ability to understand and anticipate the possible causes of failures, and knowledge of how to prevent them. It is also necessary to have knowledge of the methods that can be used for analysing designs and data.

So and so a chemical, physical or a biological agent poses a risk; This or that product is a hazard or behaving a certain way is unsafe. A lot of the time “hazard” and “risk” are freely used to mean the same thing. However they are not. Hazard is the potential to cause harm. Risk on the other hand is the likelihood of harm in defined circumstances. In a nutshell, hazard and risk are not always aligned as the risk depends on the exposure to the hazard ; similarly, risk, safety and perception of risk are not always aligned; this can make political decisions regarding safety levels difficult to make, in these cases it is especially important to base them on facts rather than on subjective perceptions. http://www.greenfacts.org

RoHS was originally released in the European Union, but similar requirements have expanded globally. Throughout the supply chain, the substances shall be removed such that end products can be compliant.The REACH SVHC requirements target over 150 substances. New obligations have been set up to identify, communicate and phase out these substances. Based on detailed research of these restricted substances, these substances can be readily found in the supply chain. Communication is required throughout the electronics industry to identify usage and phase out restricted substances. This presentation will look at the complete product life cycle but will focus on the impacts of restricted substances. Opportunities to integrate the requirements into business processes will be covered along with optimizing systems. CloudSME - Simulation for manufacturing & engineering: Comfort Feet in Safety Shoes
The cloudSME platform technology was developed in the EU-funded cloudSME project n. 608886 (www.cloudsme-project.eu/) in the Seventh Framework Programme (FP7). Among the various simulation solutions developed within the Project, the present addressed comfort of feet while wearing safety shoes. This was achieved through the design and manufacturing of tailored insoles, specially adapted to fit the workers' feet shape and condition and to the selected safety shoe model, as required by the specific working environment. This approach is envisaged to be particularly suitable for small and medium enterprises, for which the production and offering flexibility is one of the leverage for a major competitive advantage. The entire proces was developed and tested on a large number of workers from a well known manufacturing company in Italy. Base Protection (Italy) provided safety shoes and corresponding CAD models. Istituto Ortopedico Rizzoli (Italy) took care of the subject selection, foot scans, and clinical analysis, together with final assessment by plantar pressure measurements within the shoes. Ingecon and Podoactiva (Spain) designed and manufactured the personalized insoles according to the measurements and the shoes' model selected. The effective integration of 3D scans, customised insoles design and manufacturing, up to the final product validation was enhanced by the cloud platform developed in the CloudSME project. From a clinical and biomechanical perspective, the present solution of subject-specific orthotic insoles addresses perfectly the unique shape of each left and right foot of each subject, and the shape of the standard insole of the safety shoe model assigned to the worker according to the specific working conditions (risk of falls, slipping, heavy loads, nails and dangerous floors etc.). Validation tests demonstrated a significant reduction of peak pressure at the foot with respect to standard off-the-shelf insoles, and the quality and effectiveness of this procedure. Engineering Philosophy: Values and Design, Dr. Louis Bucciarelli, MIT
"Engineering and Philosophy seem two worlds apart. But things and ideas are not disjunct in this world, and their synthesis is certainly essential in engineering design." The title is to be read in two ways: First, I will talk about the values and beliefs of engineers designing - the values that frame their thought and practical action in the design of new products and systems. Second, I will explore how engineers, in their designing, convey, via these same products and systems, certain values and norms that allow for particular kinds of use, social discourse and exchange - even ways of life - and limit, if not rule out, other kinds. Both themes are relevant to the question: Is technology “value free”? To make this essay more than an op-ed exercise, I must explain what it is that engineers do when engaged in design. My perspective differs from those who view innovation as the creative production of a single individual, for - as I have argued in my book, Designing Engineers (MIT Press, 1994) - designing is a social process, one in which different participants, with different competencies, responsibilities and interests must negotiate their claims and individual contributions to the design if the process is to prove fruitful. I will talk about creativity but consider how being creative requires a political/contextual sensitivity as well as the courage to generate and develop novel ideas. I look then at how participants in design translate ideas and product specifications - all words on paper - into hardware that functions in accord with their intentions. I describe the role of scientific understanding, as embodied in instrumental models and simulations, in providing engineers with confidence in their designs. Critical to addressing the value themes set out above is developing some understanding of how engineers view and characterize those for whom they are designing - the users and consumers of their productions. It is necessary as well to consider how well designers do their job. Engineers’ concerns about system quality, robustness, product safety, as well as economy, figure largely in their value systems. The picture I paint of designing is one of imperfection. That is, while participants in design may be very intelligent and competent people and strive to be fully rational in their designing, the process is never so instrumental, complete nor rational to guarantee an optimal design in accord with some stated criteria. This means that engineering values matter: The products and systems that surround us are defined in good measure by the values, norms and beliefs of engineers designing as well as by scientific principle, instrumental method and economic imperative.
