The gender pay gap is not caused by women earning less than men for the same job. It is largely because women choose different careers and suffer a “motherhood penalty”’. It's because they're in different jobs. Women are in less senior jobs. In Britain, France and Germany, 80-90% of executive jobs are held by men. Women also tend to choose different occupations. In America over 80% of teachers, nurses, secretaries, and health workers are female and these jobs tend to be lower paid. Primary school teachers in the West earn nearly 20% less than the average graduate job. Nurses earn less than police officers. Cleaners less than caretakers. Women are as ambitious as men. They earn the majority of university degrees. In America, they now ask for promotions as often as men. But it's the price women pay for motherhood that holds them back. In Britain, 70% of mothers reduced their working hours or switched to a less demanding job compared with 11% of fathers. In Australia it's 56% of mothers and 19% of fathers, while in France 55% of mothers scaled back compared to 13% of fathers. When an American women goes back to work her salary is on average lower than it would have been if she hadn't had a child. The race for gender equality is far from over. Wages are the biggest expense for most businesses. So, hiring only women would reduce costs by nearly a quarter – and that would go right to the bottom line. Don’t businesses want to be profitable? Or, are they just really bad at math? Well, actually, it’s the feminists, celebrities and politicians spreading this wage gap myth who have the math problem. Here’s why: The 77-cents-on-the-dollar statistic is calculated by dividing the median earnings of all women working full-time by the median earnings of all men working full-time. In other words, if the average income of all men is, say, 40,000 dollars a year, and the average annual income of all women is, say, 30,800 dollars, that would mean that women earn 77 cents for every dollar a man earns. 30,800 divided by 40,000 equals .77. But these calculations don’t reveal a gender wage injustice because it doesn’t take into account occupation, position, education or hours worked per week. Even a study by the American Association of University Women, a feminist organization, shows that the actual wage gap shrinks to only 6.6 cents when you factor in different choices men and women make. And the key word here is “choice.” The small wage gap that does exist has nothing to do with paying women less, let alone with sexism; it has to do with differences in individual career choices that men and women make. In 2009, the U.S. Department of Labor released a paper that examined more than 50 peer-reviewed studies and concluded that the oft-cited 23 percent wage gap “may be almost entirely the result of individual choices being made by both male and female workers.” Well, let’s look at some of those choices. Georgetown University compiled a list of the five best-paying college majors, and the percentage of men or women majoring in those fields: Number 1 best-paying major: Petroleum Engineering: 87% male Number 2: Pharmaceutical Sciences: 48% male 3: Mathematics and Computer Science: 67% male 4: Aerospace Engineering: 88% male 5: Chemical Engineering: 72% male Notice that women out-represent men in only one of the five top-paying majors – by only a few percentage points. Now consider the same study’s list of the five worst paying college majors: Number 1: Counseling and Psychology: 74% female Number 2: Early Childhood Education: 97% female 3: Theology and Religious Vocations: 66% male 4: Human Services and Community Organization: 81% female 5: Social Work: 88% female Here, it’s the women who lead in all but one category. Even within the same profession, men and women make different career choices that impact how much money they make. Take nursing, where male nurses on the whole earn 18% more than female nurses. The reason? Male nurses gravitate to the best-paying nursing specialties, they work longer hours, and disproportionately find jobs in cities with the highest compensation. In many ways they are not merely doing as well as men, they are doing better. Women's emancipation is one of the glories of Western civilization and one of the great chapters in the history of freedom. So, why then are those in the women's movement, such as the leaders and members of activist groups like the National Organization for Women, the professors in Women's Studies departments at our colleges, and many women in the media, why are they still so dissatisfied? These feminists hardly acknowledge women's progress. Yes, they concede, that some advances have been made, but the fact that most women reject their activist brand of feminism and think of themselves as free is, for this crowd, proof of just how entrenched patriarchy and inequality truly are: women are so oppressed, they don't even know it. Year after year these activists make claims about women and violence, women and depression, women and eating disorders, women and workplace injustice -- to support their views. Over the years, I have looked carefully at many of these claims. What I have found is that much of the supporting evidence, mostly victim statistics, is misleading and often flat out wrong. Consider the issue of the so-called gender wage gap. How many times have you heard that, for the same work, women receive 77 cents for every dollar a man earns? This charge is constantly repeated by feminist activists and their supporters, yet it is so deeply misleading as to border on outright falsehood. The 23-cent gender pay gap is simply the difference between the average earnings of all men and women working full-time. It does not take account for differences in occupations, positions, education, job tenure, or hours worked per week. Now, wage-gap activists in groups like the American Association of University Women or the National Women's Law Center they say, no, no -- even when you control for these factors, women still earn less. Well it always turns out that they have omitted one or two crucial data points. Take the case of doctors. On the surface, it looks like female physicians are clearly victims of wage discrimination -- they appear to earn less for the same work. But dig a little deeper beneath the surface and you find that women are far more likely than men to enter lower paying specialties like pediatrics or family medicine than higher-paying cardiology or anesthesiology. They are also more likely to work part time. And even women who work full time put in about 7 percent fewer hours than men. Women physicians are also far more likely to take long leaves of absence -- usually to start a family. Now, there are exceptions, but most workplace pay gaps narrow to the point of vanishing when one accounts for all of these relevant factors. For the same crime, and with a similar criminal history, men in the U.S. are imprisoned much more frequently and for much longer sentences. This is one gender gap that we hear very little about. Coming up next on the Factual Feminist. We incarcerate people in the U.S. on a scale unheard of in most parts of the world. If you brought together all those now in prison and on probation or parole, it would constitute the second largest city in the nation. And it would be close to 90 percent male. Now the fact that more men than women go to jail is not itself a sign of discrimination. Men are far more likely to be rule breakers, risk-takers, and perpetrators of crime. But what happens when men and women are arrested for the same crime? To answer this question, Professor Sonja Starr of the University of Michigan Law School examined a huge dataset of federal criminal cases. Unlike other studies that looked only at the sentencing stage, she followed the fate of defendants from arrest through sentencing. Her findings were shocking. After controlling for the arrest offense, criminal history, and other prior characteristics—and looking at the process from beginning to end—she found that women are significantly more likely than men to avoid charges and convictions altogether and “twice as likely to avoid incarceration if convicted.” On average, men received 63% longer sentences than women arrested for the same crime. Professor Starr estimates that the gender gap in sentencing is about six times as large as the sentencing gap between black and white defendants. Starr offers a few possible explanations for the gender disparity: Women are often viewed as “followers” of their male romantic partners,” so judges and prosecutors might perceive them to be less responsible. Second, women are more likely to be the primary caretakers of their children, and prosecutors or judges might worry about the effect of jailing mothers. It’s also possible prosecutors and judges are more easily persuaded that women who commit crimes have mental health problems. What is the solution? Harsher sentences for women is not the way to go. The U.S. is already known as Incarceration Nation—more prisoners is not the answer. But if the courts are indeed making exceptions for women for their special circumstances, they should consider doing the same for men. As Starr points out: “About one in every fifty American men is currently behind bars, and we could think about gender disparity as perhaps being a key dimension of that problem." So here we have a pressing gender equity issue—with huge social consequences. But If you look at the major women’s websites, you find mainly complaints about how women are treated in the criminal justice system. On the ACLU website you learn that, “Women receive harsher sentences for killing their male partners than men receive for killing their female partners.” The source is a 1980s fact sheet from a women’s advocacy group. But a newer and more serious study from the Bureau of Justice Statistics found that even if you exclude all the cases where women killed a husband out of fear or self-defense, Wives received shorter prison sentences than husbands (a 10-year difference, on average.) They get lower salaries right out of college and will make less than men at every education levels. In fact, that gap expands as you climb up the education ladder. Women with PhDs, for example, earn 5.4 percent less than men with the same qualifications. To find out why this is happening, economists have controlled for every factor: from work experience to college major to number of hours worked and found that some of the gap can’t be explained and may very well be due to plain old discrimination. But there’s a glimmer of hope on the horizon. California has passed a bill to require employers to pay men and women the same pay for similar work and let workers talk about pay with each other. And now, a Republican senator in a tough reelection race has introduced similar legislation. Now isn’t that something?

Speaking against a paycheck fairness bill in New Hampshire, State Representative Will Infantine (R-Manchester) -- a former Chair of the Manchester Republican Committee -- said that women just need to work as hard as men if they want to earn more. Excerpt: "Men by and large make more because of some of the things they do. Their jobs are, by and large, more riskier. They don't mind working nights and weekends. They don't mind working overtime, or outdoors in the elements ... Men are more motivated by money than women are." - Rep. Will Infantine (R-Manchester) Response from Granite State Progress executive director Zandra Rice Hawkins: "Comments like these only serve to remind us of the outdated thinking that has allowed paycheck inequity to exist in the workplace for way too long. Women are not asking for anything more than an equal day's pay for an equal day's work. The New Hampshire Paycheck Fairness Act will give women the tools they need to challenge wage gaps and help create a climate where wage discrimination is no longer tolerated. These laws are needed to eliminate loopholes, increase transparency in wages, and ensure that all workers have the appropriate tools and resources to help them earn a fair and equal paycheck, without fear of retaliation." Women in Estonia earn nearly 30% less than men

(8 Mar 2016) As the world marks International Women's Day, the issue of gender equality is still a problem in Europe. The situation is particularly bad in Estonia which has the biggest gender pay gap in the EU of 28.3 percent. In a report released by Eurostat, the EU's statistical office, on Monday, Estonia is lagging far behind Europe's 16.5 per cent average. Kelly Grossthal, Equal treatment expert at Estonia Human Rights Centre told the Associated Press on Tuesday that not enough was being done done to promote equality in the country. In Estonia there are more women than men, but the country's current 15-member government has only two female ministers. Less than a quarter of lawmakers at the 101-member Riigikogu, or Parliament, are female. Local residents still celebrated International Women's Day in Tallinn, by buying and gifting flowers to female workers and relatives. But economist, Yelena Zapuskalova, warned many in Estonia accepted the status quo, and that women would have to fight for it to change. http://www.clearstart.co.uk - The pay gap between men and women in Britain is still above the EU average. Women here earn more than 21 percent less than men the European average gap is 18 percent. Estonia has the highest difference, just over 30 percent while Italy has the lowest 4.9 percent. The pay gap has barely changed in fifteen years. The European commissioner for fundamental rights has pledged to narrow the gap in the next 5 years. Legislation to promote wage equality could be introduced but it would need the backing of all 27 governments and be endorsed by the European parliament.
